President Volodymyr Zelensky has enacted the decision of the National Security and Defense Council of Ukraine (NSDC) dated January 30, 2026, titled “On Security Guarantees for Ukraine.”

According to Ukrinform, the corresponding decree No. 111/2026 was published on the President’s official website.

“Pursuant to Article 107 of the Constitution of Ukraine, I hereby enact the decision of the National Security and Defense Council of Ukraine dated January 30, 2026, ‘On Security Guarantees for Ukraine,’” the decree states.

Control over the implementation of this NSDC decision, enacted by this decree, is assigned to the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov.

The decree comes into force on the day of its publication.

The NSDC decision, which Zelensky enacted, follows proposals on providing Ukraine with security guarantees. These proposals were prepared based on the work of the Ukrainian delegation in the negotiation process with the United States, other international partners, and representatives of the Russian Federation to achieve a just and sustainable peace. The NSDC instructed the Ministry of Foreign Affairs, together with the Ministry of Defense, to urgently prepare and submit to the President draft international treaties on security guarantees for Ukraine.

As previously reported by Ukrinform, the second round of trilateral negotiations involving delegations from Ukraine, the USA, and Russia took place on February 4–5 in Abu Dhabi, United Arab Emirates.

Following the talks, Head of the Ukrainian delegation Rustem Umerov stated that over two days, the delegations of Ukraine, the USA, and Russia discussed unresolved issues, including methods for implementing a ceasefire and monitoring the cessation of hostilities.
