This was announced on Telegram by Mykhailo Fedorov, who is expected to become the First Deputy Prime Minister and Minister of Digital Transformation in the new Cabinet.
“On Friday, for example, MES Order No. 1112 — which has raised many concerns among local communities and MPs — will be repealed. Together with members of parliament, we’ll look for ways to achieve our goals: bringing children back to offline learning in safe schools, and helping them catch up on the knowledge lost over the past few years — during COVID and the full-scale war. We will find a way,” Fedorov said.
MES Order No. 1112 establishes the rules and conditions for obtaining general secondary education in public schools during wartime. According to the document, “blended learning” is defined as a combination of in-person and remote education. It also outlines provisions for students residing in temporarily occupied territories (TOT) to study in remote classes.

According to this regulation, during martial law, the minimum number of students per remote class in a public school is 20. Schools that do not meet these conditions are to be suspended by their founders before the start of the new academic year.
