One in three Russian companies operating at loss, Ukrainian intelligence claims

In the first half of 2025, the share of loss-making enterprises in Russia rose to 30.4%, the highest level since 2020.

According to Ukrinform, Foreign Intelligence Service of Ukraine (FISU) reported this.

According to FISU, nearly 19,000 companies reported total losses exceeding $62 billion during this period. For comparison, in most developed countries the share of unprofitable businesses stands at just 10–20%.

The largest losses were recorded in the coal industry, energy sector, water supply, and waste disposal.

Construction and the production of durable goods — from automobiles to industrial equipment — also remain under pressure.

Rising losses are reducing tax revenues, lowering investment activity, and increasing debt burdens.

“This forces banks to restructure loans more often and increases the risk of bankruptcies and inflationary pressure. As a result, the share of loss-making companies in Russia is expected to grow further,” the intelligence service concluded.

As reported earlier, Russia’s metallurgy and coal industries remain in deep crisis, showing a decline in production.
