He made this statement in an interview with journalist Eynulla Fatullayev, according to Ukrinform.
"Believe me, neither the Russians nor we can come up with anything radically new or large-scale at this point. Everything has already been tested. Yes, there will be attempts [to destabilize Ukraine], but nothing critical -- every action has a counteraction," Budanov said.
He also spoke about the interrogation of captured North Korean soldiers.
"Our officers interrogated captured North Koreans. They reinforced my understanding of what autocracy and totalitarianism look like -- probably in their most horrifying form. These are inhumane approaches that do not just create obedient people but actual bio-robots," Budanov said.
