SBU foils terrorist attack in Kyiv: Russia recruited teenager to carry out bombing

According to Ukrinform, the SBU reported that the detainee was acting on instructions from Russia's Federal Security Service (FSB).

It was revealed that the teenager was already under investigation for setting fire to military vehicles but had been released from custody and placed under house arrest by the court. Despite this, he reconnected with his FSB handler via a messaging app and expressed readiness to carry out further missions.

During the course of its operation, the SBU intercepted information about the agent's new assignment: to bomb a military recruitment center in Kyiv.

To carry out the terrorist attack, the minor was given the coordinates of a cache containing an improvised explosive device (IED) based on plastic explosives. His task was to secretly plant the device near the walls of the military facility, after which the Russian intelligence service planned to remotely detonate it — along with their teenage accomplice.

The suspect was caught red-handed as he retrieved the explosive device from the cache and was en route to the designated target. He has been formally charged under Part 1 of Article 14, Part 2 of Article 28, and Part 2 of Article 258 of the Criminal Code of Ukraine — preparing a terrorist attack committed by a group of individuals in conspiracy.

Authorities are also considering additional charges under Part 2 of Article 111 — high treason committed under martial law.

The suspect is currently in custody. He faces up to 12 years in prison with confiscation of property.

In April 2025, the SBU detained a sound engineer from a well-known radio station in Kyiv who had been planning terrorist attacks near defense-related facilities.
