Over 2,000 volunteers enlisted in chosen military units since Oct 1 without recruitment centers – General Staff

Roman Horbach, Head of the Personnel Directorate of the General Staff of the Armed Forces of Ukraine, said this in a comment to Ukrinform.

Horbach noted that this new approach to mobilization shows a growing trend. Over 700 individuals joined military service via this direct enlistment process in October, and more than 1,300 enlisted in November.

At the same time, Horbach clarified that conscription through mobilization remains primary method of replenishing the Armed Forces and other security and defense structures. "The recruitment system continues to evolve. At the initiative of the General Staff, mechanisms are being introduced that create more opportunities for citizens who voluntarily wish to serve during mobilization, particularly by allowing them to choose their preferred military unit," he added.

The recruitment system of the Armed Forces currently includes five centers: in the Ground Forces, Air Assault Forces, Naval Forces, Territorial Defense Forces, and Special Operations Forces.

Plans are underway to establish an additional recruitment center dedicated to the Drone Systems Forces. By the end of 2024, staffing of recruitment units within combat brigades is expected to be completed. Each brigade-level recruitment unit will include dedicated teams of three to seven recruiters, depending on the unit's size, Horbach explained.

These changes are part of a resolution passed by the Cabinet of Ministers on October 1, 2024 (Resolution No. 1130), which amended the "Procedure for Conscription for Military Service during Mobilization in a Special Period." Under this new regulation, citizens who voluntarily wish to serve can directly select their military unit or subdivision without going through recruitment centers.
