According to a Ukrinform correspondent, this was stated by Rostyslav Palagusynets, Deputy Permanent Representative of Ukraine to International Organizations in Vienna, during a meeting of the OSCE Forum for Security Cooperation.
“One of the most alarming incidents was the direct strikes on substations that supply electricity to the Khmelnytsky and Rivne nuclear power plants. Such attacks are not only reckless, they are an act of nuclear blackmail that threatens the lives of millions of people throughout the region,” the Ukrainian diplomat stressed.
According to him, Russia is engaging in energy terrorism — “or, more precisely, ‘energycide’ — in an attempt to break the will of the Ukrainian people and intimidate them, because the Kremlin can no longer boast of any success on the battlefield.”
“Ukraine has initiated an urgent meeting of the IAEA Board of Governors to consider the growing threat to nuclear safety posed by Russia. The international community should view such actions not as isolated incidents, but as a systematic campaign of terror that violates all norms of international humanitarian law,” Palagusynets said.
He noted that Russian ballistic and aeroballistic missiles remain a complex challenge, and Ukraine needs additional air defense systems to protect the civilian population.
"Russian missiles can destroy buildings, but they cannot destroy our spirit. Ukraine stands firm, defending not only its land and people, but also the very idea of international law and justice," emphasized the deputy head of the Ukrainian mission to the OSCE.

They struck the Kharkiv, Kyiv, and Poltava regions. The Dnipropetrovsk, Kirovohrad, Mykolaiv, Sumy, and Chernihiv regions were also hit.
